Will TRAI really instruct ISPs to make minmum Post-FUP speed 2 mbps by 2015?

2013 half done n still 512 kbps is not still done :(

TRAI's recommendations are like suggestion bugs which are mostly marked by developers as 'Won't fix'
 
2mbps in 2015? Even if that happens,it probably won't be any better than 512kbps in 2013.
You guys don't realize how newer technologies will require higher bandwidth.So imagine streaming 4k video(which will probably be equivalent to FullHD by then) on your 2mbps "broadband" plan.
