No, it wouldn't. Cloudflare can't help. Some sites are already on Cloudflare, btw.

No. I don't use wordpress.com directly. I use other services that depend on wp.com infrastructure, such as photon, gravatar, etc. All such services are affected. Wordpress.com is mostly a frontend with some cached content. So, it is no surprise it could be online.

Also, it is not 100% downtime. Looks like a infrastructure change within Automattic, the company behind wp infrastructure.

Actually, the title is misleading. Wordpress.com infrastructure was going through some changes. BSNL isn't blocking it.
