Is YouTube still restricting playback quality?

I tried changing the quality on my mother's Samsung phone and it simply says "unavailable", and the default quality is 360p.

Tried same video on your own phone or desktop? Because i can't think of a phone that is not capable of atleast 720p. So it is quite possible that the video is only available in 360p or there was an issue during encoding process.

Tried the same on my own phone and it plays at 1080p.

Replay it on your mother's phone. It may just be a encoding glitch.

YT is becoming pretty annoying these days, where they start pushing ads randomly. I recall watching some 5-6 ads in a 10 mins video.
While I get it they need money for the upkeep, but honestly I feel they should come up with some lucrative yearly plan which promises no ads.
