on airtel broadband delhi some youtube videos randomly would start buffering and refreshing doesn't fix the issue. Its happening on all devices mobile, laptop even with ads on. Youtube stats show connection on buffering videos become limited to 1000 Kbps.
At the same time other youtube videos would work fine so its not a internet bandwidth issue I think.

I might be wrong about this. But do notice if the videos loading smoothly are popular videos likely to have opened by thousands of people in India in general. I think buffering issue would happen on videos that are generally obscure in nature and are unlikely to be cached by local google servers. At least that has been my experience. Load a trailer on T-Series and it would be great. Load a long video from some unknown guy and loading would be kind of glitchy.
It's happening on popular videos with 10k + views not too old and made for Indian audience.
