Nope, it will be a pay and watch channel. As Zee telugu is also not part of Telugu basic package. ZTL is including in ala carte channels. So, people wanted ZTM need to buy it

Sun DTH atleast give the channel in separate add on pack. But in Tata Sky, we cant get it like this too.
