Netflix will be there from the new Gold plan.

It's already been confirmed that it won't be provided with the new Gold Plan. It starts from Diamond onwards.
I think there's already a thread on this topic.

You can always access all these apps (except Voot) over mobile device, just log in with your registered mobile number.

@Xposed I can see VIP subscription in my Hotstar on ipad and website

@Xposed Open Hotstar on your Jio STB. In that check under account details if you are able to see a VIP subscription for your account. If yes, then it should work on any other device as well. If no, then it means you haven't got a VIP subscription. You can complain to the Jio CC in that case.
