ADSL Link/Act blinks and stops after a few seconds

I have a BSNl connection. When i start my ADSL modem then the Link/Act light will blink for a few seconds and then stops. after a few seconds it will again blinks and stops. This cycle will continuous until l i didn't turn off the modem. I can not connect to the internet. I have a UT300R2U modem. Kindly suggest me what to do.

are you able to open http://192.168.1.1 .. look at the POWER LED.. does it blink?
