No its ok and when it comes to downloading its fine and gives nice speed nd im frm lucknow too... I get a speed around 150Kbps/245kbps on my 2 mbps connection through tor the matter is that you need to configure it correctly...

Perhaps this would lead to dissatisfaction for almost all the people using internet because most of the primary motive for use is downloading movies,music, games etc and which would lead to angry mob facing these issue and atlast government being forced to remove this critical act...
