My guess is they are trying to retain or grow their business customers over the residential ones. Less hassle & more money, this segment typically would not download all that much (or am i mistaken?)..

Does FUP apply to business customers as well ?..if so they would be a good group to get onboard.

With hogs off i'd imagine their QOS would be stellar.

This also implies they are not seeing any gains in expanding the residential sector, as far as internet is concerned. I'm a bit stumped as to the reason here.

Is this a prelude to IPTV ? or some other service that would be adversely affected by congestion.

Whether this is temporary or not remains to be seen.

businesses that have to make do with airtel 'broadband' most probably won't have hard firewalls in place. means employees downloading heavy files

would be great to see them facing crawling speeds once their connections hit the limits set by airtel.

FUP is applied, because airtel needs more bandwidth for iptv.
a single connection uses atleast 2mbps.

argh. IPTV does not use internet bandwidth. it has nothing to do with IPTV.
