rebooting a modem doesn't give you speedboost from 256kbps to 2mbps.. You need to first understand how DSL and a DSL Modem works.. if you say you are a network tech.. pls refer that , you would understand how speed can increase.. what changes could lead to a speed increase..
SIMPLE.. HOW DOES A MODEM know the DOWNLOAD STREAM SPEED and UPLOAD STREAM..
something wrong is being sent to modem from DSLAM end and that causes modem to understand the upload and download stream as 2mbps. The reason why this is coming could be a server upgrade or something at the other end.
SO rebooting a modem might cause DSLAM to sent a different data .. so if you are already getting a boosted data .. then its better not to reboot it at that time.. bcos you cannot be sure if its back.. But if you are experiencing a normal speed there is no harm in rebooting frequently trying luck..
Secondly it was not an area wise problem.. my friend in the next apartment in the same building was experiencing the same old speed while i was enjoying 2mbps... he too tried rebooting the modem ..but no use.. so your claim of area wise server upgrade doesnt stand..

If you can explain this then the logic of how the speed increases can also fall in place. But probably the reason why it happens cannot be answered, it would be some server issue or some upgrade thats happening at AIRTEL end.
