Airtel Broadband with Static IP gives unlimited bandwidth at full speeds?

Since morning when i put something say 1 gb file of for download i get this speed for few minutes.It varies for few minutes to max 15-20 minutes.
Than i get slow speed.Than i need to restart the modem to get higher speed again.Confused on what exactly is happening

I think you should you just buy the static in from airtel and check yourself. Its just 150 rs right?I am just saying because you seem desperate.

Haha I'm just helping him I'm not on bartel network anymore however I was planning to switch between I just keen to understand what's logic they are applying

Hey what did Airtel told u? Did u talk them regarding speed?

At the tech came the speed was okay so he went away.He said he might be at that time in hub they were working so speed was low.My mistake i did not take screenshots.I am gona take screenshots now and forward them.

And yesterday i got email from them about 80% quota of data being used.Now without restart of modem speed came back
