I don't know if I am entirely correct but from some videos on YouTube it mentioned Jio won't go for splicing hence higher dB and less speeds than they advertise. (he got 25-27mbps on a 30 mbps line). Besides airtel goes underground for installation while jio mostly goes above surface which can be prone to external disturbance.
Besides airtel also gives some high speeds to compensate for loss due to external factors.
 
It has nothing to do with power losses or underground etc. It is simply how cap is implemented. Airtel has done it a bit higher than the actual cap so it doesn't go below promised speed in case of fluctuation. BSNL cap also works similarly. Jio has a cap of strict 100Mbps at the physical layer I guess. Just like a 100Mbps LAN cable has around 95Mbps practical speeds, the rest are overhead losses.
