All ports blocked.

BSNL
Is it possible that BSNL could be blocking my ports?
I am using http://www.CanYouSeeMe.org and even a few other sites and all of them show my ports blocked.
Even port 80 and 21 and the ports I tried to open.
Could it be BSNL's fault?
 
BSNL never intensionally does that (unless someone at exchange has some grudge against you). It is either something wrong at BSNL or your modem. Reset modem and try reconfiguring.

I was actually planning on resetting the modem but I thought all the settings I needed to after the reset can be done by only BSNL employees and not me.
If it is possible to do them alone then can you please tell me how or provide me with a link to all those settings?

Actually I was talking about the UTStarcom WA3002G4 modem provided by BSNL.
Anyone knows how to disable firewall in it?
 
Okay, I turned off the firewall but all my ports are still closed, atleast that's what all the sites say.
However, if I check using uTorrent's port checker or PortForward's port checker , all the ports are open. Even the ones I have not forwarded.
Please help.
