Bad tactics by Airtel

i am from Bangalore using Airtel landline + phone scheme 80 Gb @ 8 mbps and FUP 512 kbps.
took the connection one year ago. every month on 4th week some obstruction happens to internet and i had to call CC and they tell me lot of stories like development work going in my area or disconnections due to traffic etc.
if i give phone to safe custody (temporary disconnect) when i go out on tour for 15 days or 20 days, i call them when i return to request removal of safe custody. after they give back connection, exactly on same date of next month , the connection revert backs to safe custody again without notice. CC people say i given to safe custody again. my arguments and their sorries go on for 2 days to get back connection working.
a new technique they recently developed. i dont know what to call it a stupid programming or intentional annoyance. i pay bills online usually before due date. from last 3 months , as soon i pay bill, i get sms and mail that i paid bill successfully. right after 2 days my internet connections blocks again showing their airtel logo with message " dear customer , you connection blocked due to non payment" and it shows all south indian states phone numbers of Airtel to contact.
again i start argument with CC, they say my dues are cleared but there is some issue from backend server. sometimes they say my traffic used 100% so that message comes. i dont get that what is the relation between 100% usage and non payment of bills. because i paid already.
they always say any problem will rectify in 24 hours but they easily take 2 to 3 days for all these issues. every month ends with arguments with CC and their local office to which i have to spend time , phone calls and travelling.
I sent this whole story to a zonal officer in mail , but mail server at the point rejected it and it came back.
this is all about the pathetic airtel broadband with phone line connection in Bangalore , JP Nagar 1s phase.
 
little off topic: can we apply for temporary disconnection (say for 10-15 days)? and will they still charge something for those days or will it be flat off from your bill.like 50% less in bill for 15 days temporary disconnection....and how much time they take for this temporary disconnection and then reconnection.
 
when you give phone to safe custody, bill stops counting for those days. final bill made in ratio for what you used (internet usage is not billed at all) . that means you use all data for the month and give it safe custody for 15 days, your bill only made for 15 days which you used. safe custody takes standard charges of 200 rupees per month. i am paying 1670 rupees around a month. so if use only 15 days and finished data , and another 15 days in safe custody then bill would be
800 + 200 (safe custody charges)
in my area only airtel and tikona exists. i contacted many isps and they said not feasible for them here.
