MTNL Mumbai Best way to get port change from MTNL?

Hello friends,
From past month am facing terrible packet loss issue with my connection.
complained several time to MTNL issue gets solved for one day and then again same issue.
I tried to visit exchange and to ask them to change the port but they say no SOTL port and issue is with line.
They are not even looking at the image which i have which proves packet loss issue.
Please suggest any other way to get port changed to SOTL.
