I have one question. What is the fair usage limit for 274 plan? I know it is unlimited but in Kolkata circle Rs- 8/- for unlimited has 9.9GB maximum data transfer cap.

BSNL uses Dynamic IPs. Yes link-removed might give you problem. Btw, I can reach easily 250KBps in torrents (with good seeds).
