The biggest mistake I done !! That without investing i top uped, but some other users activate same using SMS as post mentioned above they are damm luck

@CyberTel : I think that this plan is not available for SMS activation, because I could see 1099 UL plans available in BSNL Bihar circle. Now the best thing you could try is 549 Pack for 10 GB DATA via SMS activation If still it don't work then use 68Rs. 1GB via SMS actiavtion usually you will get 1GB data for 59 Rs deducted from main balance and 2 days validity. So roughly you could get 20GB data via this method.
Note- I confirmed with BSNL AP circle CC, code to activate 1099 pack is STV DATA1099 and send it to 123 , If it's not working then codes may be zone specific.

@Bsnl Super User that same I think so, STV data 1099 not available in br & jh circle. Currently I'm using 78 data pack by activating using ussd code at 68.** charges.

@CyberTel No , Maybe 1099 N/A by main balance in your area otherwise I could see the BSNL 1099 pack for bihar circle in my BSNL app. So, You need to get 1099 special recharge directly from retailer or by their app. You should call CC guys, Nowadays they are very responsive and gives relevant answers as they could give tell you, either how to activate 1099 plan via SMS or the offer is n/a via main balance.
@Saurabh Srivastava plan is available here but no sms activation from main balance available:-(

@CyberTel to the best of my knowledge you can't transfer bal. to another circle.
@cadence It would be better to confirm it from BSNL CC at 1503 or tweet them. You need to do a validity extension recharge of Rs. 36 per 6months since you bought a new SIM you dont need to do right now if FRC is done and you are able to call others. Also check validity of your account.

@Saurabh Srivastava Thanks,I checked with BSNL CC - my validity is till March 17. SMS code for 1099 plan for M.P. is dstv1099 (send to 53733 ).
