That's precisely the first doubt I got. I went to the BSNL office and enquired with the Accounts Officer. She took precious 30 seconds of her time and told it's the installation charge without giving me any breakup. She told me that's how it's listed in their billing system. Probably the guy creating the account in bsnl exchange ticked the wrong option. If it's something like that can be sorted out by the account officer in exchange and only the difference needs to be paid.

Well, if you have got new landline connection with broadband, then landline installation charges plus landline deposit , both will be included in your first bill along with broadband installation charges and security deposit . Plus monthly rent and usage charges if you have made any calls . Tax will be imposed on total amount.
Yes, I got a NEW Landline Connection for this Broadband. What you are saying seems to be a very valid and probable reason. But if it's true, I would be pissed off since they haven't told me about these charges inspite of me asking them to confirm the installation charges again and again during the application process
