This has been in practice for years (at least for the last 4 years). Every time, the plan is changed, the rental of the plan is taken as advance. I had nearly 3k in advance when I closed my connection.
I too had a similar experience this month where I was charged for the full current month (May) in advance on changing my plan last month (April 27). Called the customer care & they said that they are recovering bills "for everyone one month in advance" this month & that the customer will NOT be billed in the next month.
