He's/she's not even getting 1 Mbps on his/her line. So 4 Mbps plan is irrelevant.
@OP: You need to post SNR/Attenuation values from your modem admin page. It should be under ADSL stats.
 
I think if they set the profile to 4mbps, hopefully things should improve. That's the reason I suggested to change plan.
 
Talk to someone knowledgeable at BSNL. Someone who handles the tech side, not adminstration/CC.
 
since92 are those ping constant throughout the day . You dont have pings lower than 60 in bsnl
 


Offlate my pings are always below 60, atleast to the default server on speedtest.net
I recently switched to the 8mbps plan. Dont recall if I got these pings prior as well but now, I usually range between 30-55 or so
