your local values are also fine.i don't have this particular modem & in my modem line status is not there but in my older c2110 modem i remember an entry something like this & its value was true i think.still its better to ask someone who has this same modem about the value because if this value means line is connected then obviously false will result in no net connection but you are connected just not getting the speeds.one thing you can do is check the modem with some other computer/laptop to test speeds.this way you can be sure about if the problem is in modem/line or your computer.

I called my computer service man and he inserted a new LAN Card and it was working.
Now can you connect to Internet and surf ? complaint only about slow speed ?
I feel you should call your service man again. he is bound to check up the set up free of cost , since you have complaints about speed etc within a day.
there is nothing to adjust for speed in Modem, other than modulation.
Recheck Mod set to GDMT or ADSL2 Or ADSL2+
Use "Tags" Type Zte zxdsl 831 Aii. There is threadbare information about this router ( with many screen shots)given by @onlytest in many threads.

Yeah.I can connect to the net man.Only thing is this slow download speed.I tested the speed in speedtest.net . The result was Download- 246kbps and upload- 126kbps. This is 10 times less than the desired values...I guess my local exchange server is the villain here.
