Yup. Once you mentioned it, I went to the online portal and checked (I dont get physical bills & its in my dad's name, so he gets the email). It does mention there that effective 1/1/2013 its free within network. Guess, we cant really blame them. But most people as obvious are surprised because they dont expect such changes to happen with just a subtle note on the side.
I guess if that's the case the complaint is not going to work. The idiots at local bsnl office are not aware of this change it seems.
