BSNL Charged Me Double on First Bill, is that normal?

So, when I had my 599 FTTH pack installed, I paid the local guy 1500 for the installation.
I called the bsnl office and told them I was being charged this amount and they said, yes that's normal.

I then confirmed that I wouldnt be charged any installation charges when I get the bill. They said that I would see like 2 months worth of charges, but would only have to pay for one.

However, today, I got the first bill and it's for 1,439.
The breakdown is like this:

Fixed Charges: 1118
One time charges: 119
Total Taxable: 1237
Gst 201
Total charges 1,438

Does this get adjusted in the next bill in some form? what am I paying double for?
 
It is based on connection start date. I took a new BSNL connection on 26th September 499 plan. I got a bill of 571. BSNL charges advance rental. so you got a bill for september and october. for 499 plan there is an offer. rent waiver of 100 for first 2 months and first calendar month free.
 
Or is it the security deposit amount?
 
I am using my own modem from when i last had bsnl (I had bought theirs) so I wonder how it can be a rental for the modem when I didnt take any from them. It being a general deposit besides the installation charges seems more likely... wish they were more clear with billing.
 
I don't if it's relevant or not, haven't used bsnl in a long time. But in 2015-16 when I first got bsnl adsl, i remember being told that the first bill would twice of the selected plan.
