You can visit: BSNL Motive and download the UTFwUploaderApp.exe and do the firmware update. Getting hold of these files is difficult as every one knows.
For those of you who want the firmware binary for tweaking or whatever reasons* here you go:

(* You can only install the firmware without the UTFwUploaderApp forcing installation of Motiveactivation application, which most don't want to install ).

UTStarCom WA3002G4 (Type-2)
For UTStar Modems beginning with MAC ID:00-1b-da
Version: 3.61
Image only.
Tested to solve the problem of Wireless Radio not switching on (Lazy radio). :wewin:
You can manually update as below (Don't use WLAN - Connect modem to computer using LAN cable only!!):

Disclaimer: Upgrading firmware can be risky and even brick your modem. Basically you use these files entirely at your own risk.

DON"T!
I am using Huawei AX MT882 with Fw dated 2005!
What are the reasons you want to upgrade the FW ?
Only "cosmetic" changes and additional facilities for Portforwarding / ddns etc .
Basically the Hardware remains same.

Mention your modem/model/make/number and the problem you face.
If all other tweaks ( Including failure to get a replacement from BSNL )
try a FW upgrade from official web sites or WIKI here.

Motive website FW versions may not be updated. or latest.

I just tried it on my cousin's PC at his home. Lol, it said, your modem not recognized, while he had the UT STARCOM one only. He he he

There are 5 to 6 different models
( so called type 1) of UTstar modems.
Ut300R2U there are two versions.
The latest being issued is different to an older model.

Absolutely, I agree.
If it ain't broke, don't fix it
Only if a firmware is causing trouble which can't be fixed in any other way, we need these.
I am happy that my repeated switching of modem is no more needed with the new firmware, so I posted if it can help some one else too :) Also the BSNL update software says "Failed to update firmware" for no good reason.

The motive software has some error in Javascript. Whenever I try to configure my ZTE ZXDSL 531B modem with it, it completes all the steps but fails on the Registration step and gives me a Javascript error.Although I just tried it for fun.

That is the precise point of having these extracted firmwares so as to load them without the BSNL bloat - Motive!!. IMHO there is no need to update if the modem is working well.
