BSNL slow on some sites

Is anyone else facing this problem? I can access some sites with no issues (like Welcome to NVIDIA - Graphics Cards, Motherboards, Notebooks, Desktop PCs) and even download files at full speed but other sites are either timing out or opening very slowly (like Speedtest.net - The Global Broadband Speed Test).

Nvidia web site also no problem.

i am also unable to open web sites until i refresh each site for 1-2 times what does this mean? latency is also bad.
