@x720 bro I did complain and do many rounds to thier Exchange and they increase my downstream now i get this but I still not satisfied with result I got

3999kbps aint = 4096 or 4mbps get ur rate increased to 4.8 or 4.5 mbps then u will get 4mbps + speed
dude ur ping is good as per bsnl bb no one gets good ping

You are almost there . Mine also 4 mbps plan. I am getting the below speed

I also have the same plan. I checked my usage at bsnl site its 52 gb. And here's the speed which i got . Really a stisfied bsnl customer https://www.speedtest.net/my-result/3524433899

With that kind of attenuation, no matter which plan you are in, you are not going to get good results.
