My LCO finally replied.
He said that there is some BSNL Policy to cap the uploading speed upto 100 Mbps.
is it true that there is such a thing in BSNL Fibre broadband ?

@deepanshu7 Your LCO is a scamming cheapskate.

I had my connection through an LCO. I was paying for the 150mbps plan. I got the full speed, even more, in the first month. But after that I was limited to 100mbps both download and upload. I'll spare you the story, the guy was limiting my speed to 100. After a lot of going back and forth with BSNL, finally called this guy and he had the guts to ask me if I really needed 150mbps.

I told him yes but nothing changed. Mind you this guy also did connections for Asianet and Kerala Vision broadband as well, and for a long time has been trying to convince us to switch. Finally complained to BSNL that he did it, the guys came took off his fiber said it was a common thing among these people.

BSNL was pulling fiber straight from their office through our area that time, we switched to that.

Remember your LCO might get more commission if they can get you to switch to another ISP they partner with. They also save on equipment costs. Not giving you your full speed, they can use that bandwidth to add more connections without upgrading.

Complaint to BSNL as soon as possible.

@Adithya @deepanshu7
Is it a game of bandwidth?
Does reducing Bandwidth from 150Mbps to 100Mbps mean the LCO can allocate a 50Mbps connection to another customer (or five connections of 10Mbps) WITHOUT paying for the additional connection/bandwidth?
This could be Bandwidth Theft. This would be Illegal, Unethical, and Immoral. But then again Indian businesses can try to cheat because they know there will be little to no repercussions or adverse consequences. Here, consumers have to fight for their rights.

@alap4m , first off, that’s not how things work. Your LCO gets an uplink, usually 1G (or multiples of it, sometimes even 10G). Bandwidth isn’t something the LCO can control or reduce because it’s not managed at the OLT level.

Secondly, your claim doesn’t add up. Both users are getting the advertised or close to advertised download speeds. There’s no benefit in “siphoning” 50Mbps from a 150Mbps upload speed to allocate to other users since most users only care about download speeds. Think about it, have you ever seen an ISP bragging about offering 100Mbps or 1Gbps upload speeds? Also note, there is no such thing as "bandwidth allocation or promise" for home broadband. It is best effort.

Now, I faced a similar upload speed issue when I first got my BSNL connection. The same question asked to @Adithya was posed to me, not by the LCO, but by a senior BSNL staff member. A befitting reply to him and my issue was fixed in a week.

@WieldyBinkie Those kind of people are why BSNL fell behind. Glad you got it fixed.

I do think there might be a benefit for the LCO here. I'm not that familiar with OLTs, correct me if I'm wrong, he could be trying to save the number of ports being used or total bandwidth. No need to buy more uplink and OLTs.

In my case both download and upload was throttled to exactly 92mbps every single time I download anything. That was my hint. He even admitted to "limiting" it to 100. Maybe there are 100mbps fe ports on his olt, or he could have been using a 100mbps switch on an existing 1gig port. I'm not sure if OLTs work that way but it's a theory.

OLTs running EPON have a guaranteed throughout of 1Gbps. Separately for upload and download. Now it is the LCO’s discretion how to divide that 1Gbps. One OLT port running EPON can support 64 customers. But all of those customers are on best-effort as a rule of thumb. They can be allotted guaranteed speeds too using VLAN-specific bit rates or simply assign a higher QOS band for them (if not using separate VLAN), giving almost guaranteed speeds.

So theoretically you are guaranteed only 16Mbps upload and download if every customer on that OLT port is maxing out their connection simultaneously. Depending on the number of customers and their plan speeds, the LCO needs to keep the numbers balanced. Or else he needs to limit certain customers speeds in order to support more customers. Whether it’s ethical or moral, I don’t care to explain. Are the LCOs paid well enough for their infrastructure and efforts to lay fiber? Seek and you shall find.

i talked to my LCO about my upload speed getting capped and he say's to give him some proof that people are getting above 100 Mbps upload speed. If i get him him the proof, he says he will be able to confirm and escalate it with the BSNL Team.

I was wondering do you guys have any video or screenshot or some thing regarding this that may be able to help me ???

@deepanshu7 This is the exact reason I stopped using any connection which involves LCO. I had a railwire connection through an LCO who happens to manage BSNL fiber as well. I had terrible experience with that. Once Jio Fiber was made available in my area I switched to it.
I suggest you to switch to Jio or Airtel fiber/airfiber

@VinayakaSP sadly there is only BSNL and other local ISP available in my area. Airtel and Jio are in my City but they are not able to provide connection in my area due to some politics involved and stopping them to serve their connection in most of the area's. (asked directly from both Jio and Airtel's representative)
