BSNL is reffering to Loading Portal... but when clecked on 'New Account' it says

SO 'm unable to check usage.

Mention your location( city/town) and see whether listed in self care page.
When do you get this message ?
when trying to register in selfcare web site ?

use Mozilla Firefox.It will work 100%..
