@philip A PON link is indeed shared, it's a not a dedicated link. Hence the max throughput of a PON link is 1-2 Gbps depending on whether it's GPON or EPON. All users connected to the same PON link share this capacity.
Cable broadband is also shared, I don't have the technical details, but the max capacity is indeed shared by all the users.
The advantage of PON is the higher coverage area upto 20 km with no need for any active splitters or boosters etc. All joints etc are through passive devices which doesn't need external power. Also fiber cable is cheap too.
