Cannot call BSNL customer care

I have a BSNL prepaid mobile and am located in Pune. I am not able to talk to the customer service representative at all. Whenever i dial 123 from my mobile the IVRS comes where the 4th option is for customer care. As soon as i press 4 a tick tick sound comes (same as before a ring comes when we dial a landline to landline number) and then i get "this facility is not available on your telephone" Is there any alternate number that i can dial ??

Please dial toll free no 155223 and you will be able to connect to the customer care..

Well the same situation happening with me. When I tried to call but its saying "You are in a queue." But you have to try again and again then it will surely activated or you will be able to talk to customer care.
