Can't make outgoing calls on voip

It says your access level doesn't allow to use this facility. Tried dialing 12400001 but still doesn't work

Type 0 before the number for all calls. ISD isn’t enabled unless specifically submitted application for it along with extra security deposit.

Yes, I'm dialing 0 before mobile number but it says "your access level does not allow to use this facility". Dialing 12400001 to change dynamic lock says "your access level is set to local calls only" but still can't make local calls.
