I was earlier using Jio SIM in Jiofi (round one). The signal was always weak and mostly displayed blue. Recently got TP-Link MR600 which supports CA. After putting the Jio SIM, the configuration page showing 4G+ in one room, with Band 3 & 40. Interestingly the speed test shows download speeds of 11 to 13 Mbps and upload speeds of 18 to 20 Mbps. Is this normal? Earlier, with the jiofi, the upload speeds were much lesser than download speeds.
Which circle ?

@pachabhut yeah band 3 must be having 10MHz in your place, and since it's FDD, you're getting increased speed on upload, but since many people are using the network for downloading, your download speed is slower than your upload speed. Band 40 has the upload speed capped at 10Mbps, and for some reason, it's not aggregated.

You should also check if you're using any VPN or DNS changer app on your phone. You shouldn't see a key symbol in the notification area. The key symbol causes you to show double the speed.
As indicated, I am using through TP-Link router and Laptop. No phone involved. Not using any VPN or manual DNS.

@pachabhut in kolkata jio has 10Mhz band 3 which gives more upload speeds also along with download speeds. Due to congestion you are experiencing average download speeds and good upload speeds.
