How does eBay scam work in India when the payment is not sent to the seller unless the item is delivered in the first place?

Empty package?In this case, ebay is basically getting 25k*200 to keep for 2-3 weeks after which they can refund, earning interest in the interim. So more like a scam by eBay

If the payment is made through paisapay then it is protected.
But the seller will no way have 200 odd units readily available so he can contact quite a few buyers outside ebay channels and can convince them to pay the money and not deliver them or deliver after a few months when the buyer hassles him enough

It was partly a scam. Ebay held money of more than 250 buyers for atleast two months. They earned money in the form of interest while the buyers lost some money in the form of interest.

So, eBay makes money in this case? Not the seller? Or are you saying that eBay is the pretend seller in this case?
