Does not really matter. Nexus 4 at around 25K would still be a very good purchase. And we just need them to start first. Next Nexus might land faster once they officially start selling phones in India.
The blame largely lies with LG to be fair. Asus launched the Nexus 7 tablet several months ago. And they are now available through the Play Store. LG could have launched the N4 themselves if Google was not ready with the Play Store launch.

No clue. I imagine it to be priced in the range of 22-25K considering Galaxy S III is now available in the range of 25-28K.

24K is the rumoured price for the 16GB model. the 8 Gb variant should be cheaper...
