Asus just launched nexus 7 in India @ 20k(ass*****) for a device which costs 12k equivalent in US without any contracts.
I guess don't expect Nexus 4 for anything less than 33-35k.

apps and media are two different things. google probably makes more money from sale/renting of movies and television content. in any case, even the european prices are significantly higher than the US market. so it's not like all of the markets being served by google play store have the awesome deals.
