Another observation that I made is: YouTube gets blocked only when the cache is cleared manually.
I cleared the cache on my PC and the website was blocked on PC.
I just cleared the cache from my mobile browser and YouTube was blocked on the mobile web (still able to access the app though).
However I can still access YouTube (web and app) normally from my other devices.

This is not happening with other domains. Whenever I add hotstar.com to the blocklist, Hotstar gets immediately blocked from all devices (web and app both).
