Is there any CC provider which can issue me a card with atleast 10k credits/month instantly? I am not asking about bank CCs but the ones like Airtel CC.

Airtel issues CC? I am unaware of that.

For HDFC savings account holders, a virtual RuPay credit card can be obtained instantly, albeit with some fee.

Kotak seemed to have a similar option, I think.

Credit card approval mainly depends on having a good credit rating or having a rating at all. The bank where you maintain a savings account is more likely to grant you a CC if you don’t already have a Cibil rating.
