DNSLeak to Airtel when using Quad9

soooo, my dns request is going to cloud9 and they are giving it to a airtel server and that airtel server is forwarding it to the internets root server. correct? then if airtel decides to block some specific dns requests they wont forward them to the root servers....thus blocking my websites....is this correct? but wont be able to bloack if its encrypted....true? i mostly use dnssec and dnscrypt dns servers.

No. Quad9 is not forwarding any requests to Airtel servers.
Quad9 is only leveraging Airtel's IP Transit service i.e., Airtel has donated their Internet infrastructure to Quad9 to cache requests DIRECTLY from root servers.

Your use of DNS encryption or not using it makes no difference.
