10-12C is considered chilly so definitely not you can be comfortable with. 14-15C is manageable though.

Winter. The only reason i would like summer is because i get to eat ice creams and drink cold beverages.

I am in Mumbai and I have hardly faced 10 deg C in winter.

But once I had gone to northern state and where it was around 10 deg C and I felt great.
