Download speed capped to 2mbps

From morning when I turned on my router the download speed doesn't go beyond 2mbps but upload is touching 60 mbps.
I m on 849 plan and Have used only 200gb this month and the strange thing is that I m getting full speed on youtube and some others but many refuses to even open.

Tried restarting the router but it didn't help. Has Anyone faced this type of issue before ? What can be done to resolve this issue

Likely a problem at the BSNL end. Try contacting your exchange

any update ???? my download speeds are also capped by BSNL Jammu and Kashmir to 11-17 Mbps and my plan is Fiber Value 100 Mbps
