DSL and internet is dropping after few minutes

Airtel Xstream Fiber 100 Mbps (Getting 300Mbps+)
Hello! I am having a BSNL broadband connection bought under promotional offer rupees 291 per month 20 mbps speed 10 GB per day plan.
The problem is my internet keeps working until few minutes of usage. SNR is around 15 dB download and 8 dB upload. Getting line rate of 12800 kbps download and 650 upload from day 1 of using this plan as you can't get 20 mbps under copper connection according to JTO of BSNL.

Yesterday on Sunday the DSL and internet light didn't show up in modem at all but after 9 pm. Between 9PM to 12AM the interet was like DSL coming and going after few minutes of usage. But after 12 AM to 3AM It worked without any disturbance.
Now it's 12 PM and I am facing same issue of DSL coming and going.
Please help! I asked AGM and he said we changed your port, it should work fine and whenever line man visit he sees DSL and internet coming, says it's fine.

You line stats are perfect. The reading of RS Uncorrectable Error is 0. This means your line didn't drop at all. Whenever there is a value in this it means the times of disturbance or line connectivity loss is there. Try checking this page whenever the dsl light goes off and save the screenshot. Maybe it is probably some downtime from bsnl side
 
By the way how can I login to bsnl profile and change plans?
 
As I entered my details of my telephone and account number I get to know that registered number for my account of unknown person set by BSNL employee. The OTP is given to that unknown BSNL mobile number. May I know how can I change that registered contact number to mine?
 
Thanks! Currently I am using BSNL promtional plan @291 (10GB per day) and I have two months remaining. Now I want to change to promotional @491 where I can get 20 GB per day at 20 Mbps. Is that possible for now to change the promotional offer plan?
