One of a person who was my neighbour has a EVDO BSNL data card with Rs.799 unlimited plan (upto 2.4 mbps i hope). As the speed is worst he's gonna surrender the connection. He has paid around Rs.4000/- and i think there is no need to surrender the data card. The thing is i want to test the 3G speed in my place. Can i use that data card for 3G sim? What's the cheapest way to test the bandwidth?

No. CDMA/EVDO data card doesn't support 3G sim. Both works on different technologies. But it doesn't hurt to experiment, I guess.

Buy a 3G data card for ~Rs. 3000 from a reliable shop. run the test at speedtest.net

I don't think so that the 3G sim will work in the EVDO data card. As much as i know EVDO works differently from a HSDPA,HSPA+ network and also they operate in different frequency also. The Bsnl 3G nework operates in 2100 MHz band and the EVDO data cards supplied by BSNL supports only 800 MHz spectrum on which bsnl EVDO operates.I m not 100 % sure about my knowledge but AFAIK the 3G sim won't work in EVDO data card & The EVDO RUIM provided by BSNL won't work in the 3G/HSPA+ data cards. I may be wrong here.

CDMA/EVDO data card doesn't support 3G sim.I have even tried it myself in my friends evdo modem.
