Excitel Broadband: Slow Internet Speeds to Many Servers and Locations

Here. Speeds to VSNL Routed servers are all over the place, sometimes I get like 10 Mbit Down and other times 80 Mbit. On Excitel it was always bad, <20Mbit
 
There are few cases:

1. VSNL is fucked up.
2. Excitel to VSNL is fucked up. (In your case, your ISP to VSNL too)
3. Excitel itself has congestion issues like sometimes MNR Broadband is full 50Mbps for me and sometimes it is 5 Mbps.

So basically, in my case. Both VSNL and Excitel are fucked up.

Because when everything was fine. I was getting full speeds to GEOCITY 50 Up and Down.


Strange Result:

Note: Speed fixes almost correctly in the mid-night around 1-2 AM and then again starts to loose around 8 AM.

It gets worsen with time and it goes to as low as 1 Mbps around noon, evening and night.

1st can't be the case since DEN works fine and it uses VSNL Routes

Is there any thing I could do to fix?

Because right now I am unable to work and my setup is kind of broken because of this speed issues.

Comparision Between Airtel and Excitel to the Same Speedtest.net Servers

Airtel to MNR Broadband tracert:

It is using VSNL since Extreme-IX is not a Peering Partner of Airtel Broadband.

Download Speed is fine, upload speed should be 9-10 Mbps.

@JB700 Here are the results for Excitel and Airtel.
 
I've clearly no idea, what I should do at this point. Except for 2-3 servers, none of the servers are giving speed which is affecting my work too (since my servers are in different state)

I have created a ticket on Twitter and they asked me for screenshots of speedtest, I have done that but no reply yet

Excitel ---> ACT Fibernet

Excitel ---> MNR Broadband

Excitel ---> Excitel

Excitel ---> Jio Mumbai (Not Navi Mumbai).
