I will not recommend changing these values unless you are 100% sure and confirmed that this behavior of not responding is as per parameters.
Which in standard ISP setting should absolutely be not true.
Your router is not the cause of the dead peer, as long as the connectivity up to from your end to the Excitel demarc is good, which is the ONU.
If you increase the threshold, your PPP session will remain up, but chances are you will incur packet loss.
This will also cause desync and the session might already be disconnected on your carrier end.
