Wait so you said you are not getting more upload speed than usual and they were like "that's unusual, maybe a home visit is needed"
 
dude, they even don't know what they are doing at CC I requested an engineer for the wiring issue and someone put my request on hold when I asked to talk to the team leader or Incharge they always say they can't do that. That's the very CC support for you.
There has to be a local rep who can get u in touch with a service engineer.
Tip - get a hold of their contacts when they do come.
 
So I contacted the JIO technical head in my city citing about the symmetric speed issue and he informed me that currently, not only the newer plans are not being enforced, but they are also unable to activate any new connection as they are facing some trouble updating stuff in backend, The ISO team (whatever that means) has been working on this issue for the past 3 days and hopefully it will be resolved today.
