Extremely low bandwidth in Kolkata?

Friends,I am on the ULD 1350 plan which entitles me to a bandwidth of 4mbps.However, since the last one month, the speed has drastically reduced and is now between 300 - 500 kbpsMy friend who stays in another part of the city is also reporting the same problem - his plan is of 8mbps but mostly he is getting a speed of around 500 kbpsI have lodged innumerable complaints with almost everyone in BSNL who are associated with broadband and they have not yet been able to resolve the issue.Anyone else facing similar problems in Kolkata??The speed was fine till the mid of May - after which it dropped like a rock.So does anyone know if there is any ongoing issue going with BSNL broadband in KolkataThanks a lot

May be due to line condition. Ask the line man to give a clear line without joints and similar patches.
