I changed DNS from google to Cloudflare . It's working now. Looks like DNS issue.
Update-Now AWS and anything hosted on AWS is screwed
Update 2- Got 117 series. Everything is working now*

It works for me with Google DNS itself for now. I wonder if BSNL is trying to filter traffic going to AWS for some reason.

In the morning when I posted it was working, then later it stopped working, and now it's working again.
