Nexus 7 should run the new optimizations during charging process. Do a full charge and performance should improve considerably.

So now tell me the way to upgrade to 4.3. I do not mind wiping the data since it do not have any data I have used samsung phones in past so any advice on flashing and stuff?

On a new phone, there would be no need for a factory reset. Just run the software update first thing.

When you connect to WiFi you should get the ota notification. Follow the instructions.

Okay and is the ota available in India or i have to sideload it? Does bootloader unlocking void warranty? Can bootloader be locked again while going for warranty?

Ota should be available by now . not sure cos I side loaded. Boot loader can be locked again by a simple one line command so won't worry about that. Its an almost impossible to brick phone so go ahead and tinker.

why do you wanna unlock the bootloader? You can play anything with the phone. Warranty claims covers mostly the hardware part. Noone gonna check if it's rooted, bootloader unlocked, shrinked the nand watever. Every software issue can be fixed on your own with little search & patience ...
