Was back to stock ROM for 4.3, reflashed ParanoidAndroid and now it seems to be working fine, no more duplicate notifications.
Ditto here. Was very disappointed on not hearing new android version announcement. Back on PA

Install it from the browser. I too faced the problem while trying to install it on my friend's s3, that did the trick.

Now I cannot uninstall it. And Google Play Store shows that it is installed already.

Option gone from everywhere. It is a system app. Downgraded. Would get updated again automatically I suppose.
lol i accidentally uninstalled hangouts on my phone. now app drawer shows hangouts but it is actually talk. lol.

I wonder how it shows it as system app as it's apk doesn't show up under /system/app. It shows up under /data/app though, which means it is not a system app. A f***ed up launch I would say.
And strangely talk.apk still exists under /system/app.
