There is already an option to record the video and upload it on YouTube.
Those are the videos that are shared from celebrity hangouts. I believe this feature is available to everyone.

Yes, but can that be done by a person who didn't initiate the hangout?

I am guessing that would not be a good feature to add considering the misuses involved. I am not sure. I have never did a hangout that I tried recording.
